Q: I relocated from Riverside and I don't understand why Caltrans and the city of Bakersfield perform road services during the day. Just a few weeks ago I was driving north on Coffee Road and at the intersection of Rosedale Highway a crew was performing repairs. This caused a major traffic pinch point.
