Resolved Question: If you're caught driving without a license, will they take off the fine in court if you received your license?

My fiance got his license weeks after he got caught driving without one. We paid almost $2000 altogether in fees to get the car out of impound, and now we have to pay another $1,200. He did not make a full stop at a stop sign, that was the reason he got stopped, and on of the fines. Another one was not having registration, even though the car WAS registered and my fiance just couldn't find it inside the glove compartment; but i'm sure the cop ran the plates and knew that it was infact registered. The third fine was not having a license. My fiance's co workers told him if he shows that he has his license, they will take off the fine and give him a very small fine of around $25. But I am confused. When you go into court, all you do is pay and that's it, right? I don't think you go in front of the judge unless you have a dui or something more serious.
